England has the best complex Surveillance Camera System in the world, the world over.

First, Surveillance is used in monitoring of behavior.

Second, Systems Surveillance is a process of monitoring the behavior of people, objects or processes within that system to make sure, unequivocal that conformity is being held in the best, supreme for security or social control within that system environment. The Systems Surveillance being implemented is monitoring the surrounding environment, to make it is in agreement, congruity with the proper standards of that environment, milieu.

Third, epidemiologists and public health professional's use Clinical Surveillance in monitoring of diseases or public health–related indicators [for example manifestations indicating an act of bioterrorism].

This complex Surveillance Camera System, modus operandi is called The Ring of Steel.
The Ring of Steel is a Security and Surveillance cordon, a circuit that surrounds the City of London.  Roads entering the City of London are narrowed and have small chicanes, tight serpentine curves [S-shape curve or a bus stop] to force drivers to slow down and be recorded by CCTV cameras. These roads habitually have a concrete median with a sentry box where police can stand guard and monitor traffic.

CCTV [Closed-circuit Television] is a video cameras used to transmit a signal to monitors.  In the beginning Surveillance Cameras [CCTV] systems in United Kingdom were used in banks to increase security. Today Surveillance Cameras [CCTV] systems cover most towns and cities, and this includes many stations, car parks and estates. The estimated number of Surveillance Cameras in private premises in London is around 500,000. The total number of cameras in the United Kingdom is around 4,200,000.
The United Kingdom has one camera for every 14 people.

The point, the cogency is The Ring of Steel dominance.
The Ring of Steel was used in monitoring Surveillance to deter IRA [Irish Republican Army].  The Ring of Steel was successful in deterring the IRA. The New York City installed Video Surveillance based On England 's Ring of Steel.  Other cities in the United States, Baltimore, Chicago, Los Angeles, Massachusetts and Washington have installed Surveillance Cameras.  But none of these cites has achieved the scale of those installed like New York City.  To encore, New York City embedded England... The Ring of Steel.
